DSP Overload Gauge?

How does this gauge work when using synthesizers? I never see it move when I switch sounds like Cubase SX gauge does with VSTis. Is it because it allocates all the power a synth might need ahead of time? Sometimes I'm about about 70% or 80% usage and my pc freezes after a while. It only seems to happen in XTC mode. Ideas???

Thanks for your post. What I got from this is that the gauge does not represent true DSP usage and I should not work too close to the DSP limits. I might have to be around 60% instead of 80%. Now, what happens when it overloads? Do I get a message everytime? I only work in XTC mode and sometimes my computer just freezes. I'm assuming its because it's overload ing the card...
