ringtone converter

i was looking for a pro ringtone converter but not sure which one to buy. can anyone help plz.

Nokia has a tool that runs like a vsti. You can compose your ringtones as you compose your normal music, and the plugin will make it sound close to the endresult aswell.
And then in the end you export it as a midifile, but if I remember correctly there are certain details you have to know in order to make it work, but there are decent docimentation.

I'm not sure about if it converts ringtones to hex - But have a look in there developers-area there you'll find all their tools available and they are freeeeeeeee
