cubase 5vst and pulsar2

i installed the pulsar2 v3.1 xtc and cubase 5vst. on win. 98se. everything is ok, but when i start cubase i recive the message the soundboard is disconnected. in the win.system i have creamware pla1 etc. what can i do?
