Checkout a book called "how to build a small budget recording studio from scratch.... with 12 tested designs" by Mike Shea, ISBN 0-07-138700-5
Most of it's dedicated to room treatment, which in 90% of the presented cases amounts to some 703 semirigid fibreglass panels covered in burlap hung on the walls. I've done this myself, and think it's one of the best investments I've made in my studio, for the least amount of money... Building a soundPROOF room is a different proposition altogether. If leakage isn't an issue, bringing the reverb time down with 703 is pretty easy.
Willy.
