Are you in need of a driving licence?
no, he IS blind in fact - just moved his head into the direction of the camera noise...
what's looking like a joke actually has a serious background.
It was an event putting handicapped on the 'other side' of the wheel to gain some attention to their problems in regular trafic situations.
Of course they were assisted by experienced personal in driving school vehicles
According to statements afterwards those people also had some experiences they usually cannot make, the sense of acceleration and changing direction while fast 'moving' which was quite some fun for them.
cheers, Tom

This situation also happens in music making when a "deaf" guy (symbolically speaking) takes 100 VST plugins per channel, mix them all together with a single chord and a single rhythm for 20 minutes, and does the final master even worst, when enhanced with a huge compression that finishes killing your ears…
All this using the most aggressive synths and from those synths, the sharpest, most invigorated, super noisy presets that makes you jump from your chair when you listen at it for the first time without a warning!
