Nokeys oxe gives me access not allowed massege

After setting up my new computer(windows XP SP 2), installing all the drivers and the scope 4.5 software including my allkeys files, all my additional plug ins didn´t show up, so I tried running the nokeys.oxe and the old downloaded oxe's for my page on creamware. My computer then displayed a massege, saying that the access not allowed. It´s as far as I can tell a windows massage box. I never had this problem before.
I checked everything I could image as a solution, like administrator rights write protection an so on, but nothing was wrong, I could think off. Has anybody an idea what I could try. Thanks.

I just solved the problem. I deleted the oxe entry in the windows reg file. Then double clicking on a oxe file, windows asked me to choose a program with which to open the file. I've choosen the plugin installer in the scope folder and everything worked fine. Seems like something went wrong during the installation.
