What's the difference between the two DSP cards besides the obvious DSP count difference?

No difference whatsoever, they even have the same number of DSPs, it's just that when CreamWare rebranded the SCOPE line they also reduced the DSP count on the spec sheets from 15 to 14.
There still are actually 15 DSPs on this thing, but as one DSP got used up in system resources the DSP load meter always showed only 14, leading people to ask, where's my 15th DSP gone? So in a not entirely successful attempt to stop confusion they just now state that there are 14 DSPs. Phew, hope that made sense.

even think the old 4 dsp and the later 6 dsp was/is named sonic rocket booster cards.
(on my 6 dsp box it says
Pulsar II SRB
Sonic Rocket booster

of course yes. But except if it is a matter of money, the version 1 (4 dsp) are less efficient when it comes to stability and speed than the the Pulsar2. So, you could find a pulsar2. Otherwise, rmember you must install the P2 before the P1 ; it is better.

don't think v1 slows your system at all, because its only an dsp extention via internal bus-cable.

'slow down' most likely means 'decreased PCI bandwidth' (to a degree)
with a v2 card as your 'master' you improve the latency figures of an existing v1 card, but the PCI bandwidth is not as high as with v2 cards only.
according to the figures in the masterverb test thread they are located somewhere in the middle between only v1 and only v2
unless for the 'really big' reverbs this should be of few concern
