Posting this request twice is a bit annoying, especially as you've managed to miss the correct part of the forum to post in both cases 
Second, why do you think you need 3.1a? i'm betting there's no real reason, you just haven't kept up with the updates: you can happily download and use Scope 4.0 for free and it works every bit as well as 3.1c (i think 3.1a still had a few issues as i recall).
Just email Ralf at SonicCore on rb(at)soniccore.com with your hardware serial number and he'll give you a nice new allkeys file which you can use in Scope 4.0. You'll also be pleasantly surprised as you may find a few new devices you can use.
