Looks like some sort of custom-manufactured non-standard cardbus / USB adapter, or some sort of gender swap for a display connector?
Whatever it is looks like it was custom designed for ONLY your particular motherboard.

Is there a power attachment that is not visible in the photo (or on the backside of the wide part of the connector?)
The small end is standard SATA, the large end is for a mobile SATA hard drive. They have sata + power in one large connector, you see these in laptops . Also can be used for sata attached CD/DVD ROMs use in laptops.
Basically, it's a desktop motherboard to mobile drive converter.

The small end has both power and sata signalling integrated, the other end mates to a typical drive. These are found in laptops and all-in-1 computers, as others have stated. Note that the SATA & eSATA spec both allow for power delivery this way, the reason that most desktops have separate power delivery is that it makes more sense to keep this off the motherboard's power rails for the amount of hardware that might end up in a typical build, as the typical PSU already provides more than enough cables.
